Our investigation shows that when Facebook users purchased movies or video games from Target.com, the site code (Facebook pixel) caused users' browsers' to send users' Facebook IDs and Product IDs to Facebook. Sharing private video purchase information without the consumer's consent is illegal and actionable under the Video Privacy Protection Act. Violations can be worth $2,500.
